I would drill the outlets into the block itself on the left and right sides. drill a hole strait down and then cross drill it from the outside and cap the hole. Also make the inside top to bottom clearance the same as the hole cross drilled or maybe a little narrower so the water is forced to the left and right out the side outlets. I will try to make a drawing sometime. Way to tired to mess with acad right now.
