With the Lytron on one PC, he could bet away with externally mounting it and blowing a simple box fan over it (costs $10-15 USD for a cheap one). It is so large and efficient, he won't have any problem with the cooling. He will need a strong pump, though, as I stated earlier. Just use a box/desk fan blowing through it in an external mount (make a frame of plywood or something ... you don't need a box like I made). For one PC, he doesn't need anything special, fanwise, just one that will blow lots of air.

HE WILL NOT BE ABLE TO INTERNALLY MOUNT THIS!!! Just wanted to make that clear. You might want to let him know that, as well.

As for a water block, he has his choice. Try a Maze3 from DangerDen, for nice 1/2" performance. They run about $45 for a decent performing and not too restrictive block. Make sure you order one with a copper top, not the lexan, as those have had leaking problems.
