I believe you are correct, it looks to me like he has a single coldplate that covers GPU+mem. I don't have a GF3 yet(...soon...very soon...) to look at that myself, but even if they were at different heights, he could either mill a step into the coldplate, or stack a thin plate to fill the gap between the lower part and bottom of the main coldplate.
By the looks of the finish on the coldplate, he either took the second route, or beat a step into the coldplate with a rock.
