You know the correlations mentioned before about convective heat transfer? Reynolds number, Nusselt number, etc?

Mass transfer problems like this carry the same sort of calculations with them.

The saturation point of the water vapor in the air is an issue, but I sincerely doubt you're ever going to get 100% humidity air coming out of the bong. The amount of water going from the bulk liquid to the bulk gas will be instead limited by the surface area of the droplets, the air temperature, the amount of air going through, the contact time, etc. And yes, the humidity of the air going in will have a large impact on the amount of vaporization, so bongs in Denver will probably work better than ones in Phoenix.
