There was only 1 design I liked that was possible for this. Build a sealed case ( Truly sealed as in air and water tight ) Fill the case with Argon or some inert gas so it is completely dry and there isn't any moisture left ( there will always be a little, but replacing the air with dry Argon really helps alot ). Then have a an Air conditioning loop ( cooled by pelts or freon or something ) and circulate the dry argon in the case with fans through this in case a/c system. You don't need to be too worried about noise cause in a completely sealed case noise would be very low.
The costs and how delicate the system will be makes it not practical, but it would defeat condensation and you could chill yer entire case down COLD.
