If your water temp is indeed 35C (you should find a way to measure it), then your problem is the cooling part of the loop, i.e. the rad and fan.

That fan might give you 64 cfm, but only with no restriction, which will make it quite low. I don't know anything about the rad: got a pic?

Otherwise, the Innovatech block is one of the best ones out there.
