Maybe there's a way that you could seal your loop, just so that you could drop a small thermometer in the res, then close it back up?

That rad looks awfully small, and restrictive (3/8 fittings/tubing?).

The simple things that you can do right now, is check if there's any way you can add to the clamping pressure on the CPU (but be careful!). It won't solve your cooling problem though.

How do you measure that CPU temp? From which mobo?

Do you have any idea what kind of flow rate you are getting?
