Your room temp is toooo hot, 30-32C! Open a window, turn on the AC! Inside of my case isn't that hot. With the small rad and the warm room temps that's prolly the best you're gonna do. I realize it's summer time down there, how's the humidity? If its not real high you might consider setting up a bong to get ya thru the hot part of the year. Let us know what ya decide to do and how it works for ya. G'day mate! lol

edit: Remember that with the best rad/fan combo the best you can possibly do is get near ambient water temps. With the best block/flow/pump combo the best you can hope for is to get the cpu near water temps. Taking these into account along with the facts that you have a) high ambeint temps b) small rad c) low cfm fan d) small pump e) small tubing f) block is debateable g) a hot cpu. Taking all of this into account, the system isn't doing too bad of a job. It's the high ambient temps that are really hurting the most because all else hinges on that. If you had the best water setup available, I'd guestimate you'd be lucky to get temps around 40C.
