Default WTF?!!, PinkStuff forming on PCB?!...

Has anyone else ever seen this phenominum before?. it seems to happen around surface mounted resistors (I think they're resistors), it looks like bubblegum!, but sometimes it's hardened. It is NOT something that has 'dropped' or 'stuck' to the PCB from outside or above. I have it on my IBM60GXP 40gig harddrive at the moment(hardened), on the small section of PCB...
My friend also had this (but softer like gum) on a Leadtech Gf2PRO that died a mysterious death, it was on the resistors on the back of the GPU in his case...

Can somebody shed some light on this subject for me?...

Has anyone else had or seen or even heard of this before?...
