I had to keep my VA 1300 a couple feet away from my monitor, otherwise it would cause the screen to flicker. However it didn't affect my Samsung monitor. Also, in my experience, the VA 1300 is anything but quiet, not only does it hum, it hisses and rattles. Although maybe the impeller mod would have quieted it down some. And yes, it did run quiet hot, it can raise your water temps almost as much as a CPU can.

If you've got the money, go for a Hydrothrustor or Custom Sea Life Velocity pumps. I have a Velocity T-3 right now, and not only does it have insane head capacity (28 ft) it is very quiet. For a setup with as many restrictions as yours, you might need a pump with high head.
