The heating elements work by joule heating which is dependent on the resistance. Again would a better block reduce the resistance thus reducing the power output.

Yes, a better block would have an effect on the heat emitted by a die simulator IF you did not vary the supply to the heating element in order to maintain a constant power dissipation.
To the best of my knowledge, Bill varies the input voltage to his heating elements to keep the power at the right level.
