maybe i'm a little late on this, but why use 2 pumps? it just seems more complicated. you're using basically a chiller, correct? so, why not this:

res-->pump-->chiller(cold)-->cpu-->chiller(hot)-->rad-->res

or even

res-->pump-->cpu-->chiller(hot)-->rad-->chiller(cold)-->res

make sense?
