I agree with kevin.
I don't think its so easy to build it by yourself.
There are many issues you have to think about.

For example.

How will the mineral oil react with the materials on the motherboard.
Will some parts (resistors, condenstators etc)react like a spounge and suck the oil.
I have read a post on this forum about the BIOS chip not being able to handle subzero temperatures.

And as Kevin posted earlier.
I don't think that 2 172watt peltirs will ever cool that amount of oil.
I did some equations and I found out that you can never cool 172 watt peltiers with just a heatsink and a fan. Even with a good, and I mean a REALLY efficient water cooling system you maybe can cool down the hotside.
But you will never be able to obtain such low temperatures on the object considering the amount of watts being rejected. Maybe the cool side (Tc) can come down to subzero temperatures.
