Its not easy to say to the people " you're a bunch of morons" in a nice way.

He must convince them that what he's doing is right ( imo , it isnt, oil for blood never will be ) , and get some decent support from the general population. And his own administration for that matter, something he doesnt have. In the end, the people dictate the outcome.

A democracy also means that the people have a right to question the choises of their own government, and even demand changes.

In this particular case, you dont go to war without first getting support, at least from the house of commons.
