Through a major oil company. But again it's pre-91. Many western countries (i include Russia in that) always had these practices with shady regimes, so public opinion wouldnt be shocked like "whoo we are supporting a dictator". (edit) France selling weapons to Iraq even in '90 was considered as 'left wing propaganda' in this region of the world... So i assume you're a left-wing voter ?
