"Probably not" is the short answer.

"Possibly" would be more accurate, it really depends on what you shorted. If, for example, you shorted some of the voltage regulation circuitry, you may or may not have shot a lot of power in the CPU, but that's a pretty remote possibility, and involves shorting two pins on opposite sides of a tiny chip.

Otherwise, shorting the power to a mobo would only drop the power applied to it and, by extension, the CPU. A power drop is only lethal in refrigeration, not (usually) electronics.
