I would agree with this for most RAM, but if you are specifically getting low-latency RAM (eg. Corsair XMS or TwinX) then I don't think there is any advantage to going to a faster speed-grade than you will be running. You can run generic PC3500 at 200Mhz (PC3200 speed) at good timings, or you can run good PC3200 at the same speed and timings. I'm not sure which would be cheaper.
