I run my ViaAqua 1300 24/7
It's wrapped in foam to make it quiet, and it gets very warm in there when the PC is off - I stuck a thermistor under the foam for a while, and upon turning on the PC and taking a reading as fast as I could before it could cool off, the pump was around 62C
Then again, it only takes about a minute if that for my water-temp to return to normal idle temps once that rad-fan starts turning. If I was OC'd to the point where it wouldn't boot without first getting the water to idle, I would just build a small circuit like in a Vapochill that would run the PSU (and all the fans) for about a minute while holding reset, then let the system boot.
