Yes, yes, and yes.
Two friends of mine have Prometeias . But they both have p4 , i believe that in an amd XP these effects appear faster. Besides, you can get condensation, leaks in the piping, frost burn plastic, etc. Even in a very carefull assembley ... both complain that it's killing the processor little by little. Each passing week the stability of the overclocked processor drops a little.
One thing they've tried and worked, was replacing the thermal goop with a aluminum grid thermal pad, works great even at those lower temps.
And also , even with good insulation, the cold still affects the motherboard through the socket and pin connectors. But i dont think its a real hazard to the mobo. Time will tell

PS : I've read that it also in time creates moisture inside the package of the processor. Not sure about this.
