Sorry, I've got exactly 0 cad skills for this type of thing.
Chewyboy: the reasoning behind the block is similar to that block (which I have seen but can't remember whose it is).

Sorry about my sketch, I drew it in class quickly kinda daydreaming.
The base of the block would only have the egg shaped channel along with the pins over the core of the cpu. The top of the block would be copper and have the 'doughnut' shaped O that extends down INTO the channel of the base. The clearance between the doughnut and the base would be ~1mm. The coolant would come in through the center of the doughnut and be forced down over the pins, and then would exit out of the central area through the 1mm space between the doughnut and the base into the egg shaped chamber. Then it would exit out the other barb marked in the top left of the block.

I understand that this block would be EXTREMELY flow restrictive, but it would also be very turbulent, and I feel that it would pick heat up off the core very well.

I hope this helps you guys visualize the idea. The block itself should be really really really easy to mill, and the gap between the base and the doughnut could also be modified to tweak flow.

Edit: I would also like to note that the block is only 60mm x 66mm and would fit over a cpu and NOT need mounting holes. Seeing as the holes have been dropped by amd, and the upcoming hammer boards definately will not have them, I thought it would be good to design a block that could last.
