I suspect you are correct about the power draw.
Also remember that Innovatek are the wizards behind the "X-flow" waterblock which produces NO pressure drop and contains so much turbulence that the radiator no longer has to work to cool the system. With components that don't cause any head loss then smaller pumps work fine
