It is not rust, but like rust. Its oxidation from the heat of soldering. Get some Soldering Flux (which you should have had to solder it in the first place) and get the block pretty hot again and let the flux melt inside it. Swirl the liquid flux around inside and a lot of the oxidization will resolve itself.
