You don't need to sell you firearm or be a member of a target shooting club once you own the firearm. The idea is that you are supposed to be familiar with the firearm you are going to own. Once you know how to use it properly and you don't have any criminal record you can buy one (supposing all the other req. are o.k.) and then you can quit or join any shooting range you want.
