I think the pipe "Y's" at the inlet and outlet giving two parallel flow channels that travel up and down the length of the radiator 16 times. I've got a Lytron 6320 that is setup similar to this.

One could cut the tubes in two locations and set it up so that there are four parallel channels that travel up and down the length of the radiator 8 times. This would reduce the flow resistance by approximately a factor of four.
