You don't want to use the -v lines on the PSU, because they can't handle the current that you're trying to put through them.

Here's an essential tip: do not exceed the current rated on the PSUs, or you'll blow something. What current do you expect to go through the TEC, at various voltages?

Of course, -v isn't connected to the chassis, but the ground might be. What connections exist on the Meanwell PS? Is it just V- and V+? Does the plug have a ground?
