Antec Truepower 480W or higher are good for OC on a system that sucks power like yours. Do not go below 400W for any reason.

Besides the 3.3V line issue, I honestly think your processor is just doing the slow burn to death. DLT3C processors do this if you overvolt them too much over stock. I lost three of them before I got a clue (though only two were really my fault ... the third was just a piece of shit). Try the PSU first, because that 3.3V line sucks arse something fierce. If that doesn't work, I promise you: your CPU is burning out.
