I'm aware of how to jump a PSU :P The issue is that some of them don't take well to being jumped without a load.

So it might be an overload condition: try loading it with a tester resistor, or a few fans. You should put a load on both the +5 and +12.

Maybe the board was dead, and is causing the PSU to overload
