You might reconsider, and start with a simple watercooling loop, then upgrade later to pelts: it looks like you need to gather more info.

You can't simply add up the watts, to size a power supply: you also have to consider the voltage at which you'll be running these pelts. Do you really want to run that 226W pelt with a Meanwell PSU?

Neoprene isn't hard to find: closed cell neoprene is what you need, and I thought DD still carried it, no?

Add Conformal coating: I just can't say that enough.
