You may be right, but that's outside the scope of the government involvement, which stands for what's best for people, either individually, or as a group. They're not concerned with spirituality, if that's what you were getting into

Otherwise, having a law and enforcing a law are seperate. If cannabis's availability is still an issue, it's not a legal problem, it's a law enforcement problem, and we all know that our law enforcement organizations aren't able to enforce everything.
