Default Pelt and water cooling!!

OK,..I am interrested in throwing a pelt in the mix. I have a 1.33 gig athalon that I cant keep under 60c!! Talk about pissing me off.

I just purchased a Koolance water cooling rig(which seems to do worse than my old ocz gladiator copper air cooler!!). It seems to keep the ambient water temp to around 40c at the sensor of the water block on the cpu, but that isnt keeping my cpu cool at all according to the inside sensor. Something with the heat transfer i guess....

Would a pelt help this much? Could i run a pelt on one of the water blocks instead of putting it directly on the processor? hrmm
Any and all advice is much appreciated...

Could my trusty Asus A7A266 mb be lying to me?
So many questions, so little time..
