I don't know too much about the built in XP server crap but I do know how its enabled. Go to control panels and then add remove programs then windows components then add Internet Information Services that should get you started at least on what windows has to offer. I do know that there is a FTP server, I dont know about telnet or SSH.
a good way to solve your dynamic IP issue. Go to
www.staticcling.org and download one of the windows clients and sign up for their service. What it does is you give them an arbitrary name like fungus, then when you you connect to your servers you connect to fungus.staticcling.org. The client automatically and quickly sends your IP addr to their server. Their server has a table with your sub domain and current IP address then DNS servers resolve to their IP address there server resolves it to your current IP addr so there is no waiting for a DNS to propagate
