If you run the 172W TEC @ 12V, no, it won't hurt anything...

Keep in mind that because the VMAX of the 172W is 24V, doesn't mean that you have to run it at the max voltage. As far as I'm concerned (and I'm sure many would agree) Pelts perform better at lower voltages... meaning lower V than the module's VMAX ...
Running the 172W TEC module @ higher voltages is definitely not necessary unless you're trying Vmods at higher voltages. Still I highly doubt that you would need to go any higher than 15V for the 172W module.

I got better results with a 172W TEC @12V than a 80W TEC @12V on 9700 Pro.
and our customers that switched to the 172W TEC also reported higher OCs on their Vmoded carcs.

But if you're not planning to Vmod the card, I'd say stick to the 80W TEC. It will do the job perfectly fine.
