I actually was assuming a fixed heat load. I was trying to work with a fixed amount of heat being dumped into the cold side of the TEC and being moved out the hot side.
When you change the mass flow rate (and ignore things like laminar flow and such) the only thing that changes is the dT at both TEC and CPU.
The question is why a TEC would move more heat when the dT between hot and cold sides of the TEC is larger. I was under the impression that a TEC is moves fewer BTUs when dT(TEC) is larger.
