Suck - or pull arrangement for cooling the rad with a fan is better than blow- or push. Thoguh naturally a push-pull arrangement will be even better. Make sure thoguh you draw in cold air from outside the case if possible.

Could one be able to run both 230v fan and pump on same cord?

if you are running straight off the mains then I see no reason why not. If they are BOTH 230v you shoudl be able to wire them in parallel easily enough PROVIDING you insulate it throughrally... mains voltage is enough to kill you.

How flexible is the silicon hose in general?

Changes with heat/age and use - but new you have about a 6" "turning circle" with 1/2" tubing before it starts to kink. You can prevent this by adding springs corner pieces - or something I found out recently hose clamps staggered along the length prevent kinking somewhat.

And then to the line. im thinking pump, block, rad, res and then around again.

Sounds fine to me.
