As to the Winter room it tends to have the heating on full blast and all the windows shut giving higher temps. (harder to overclock)

Not really true here @ my place. When it got above 75*F in my house, the ACs were turned on. That made things a comfortable 72*F.
In the winter, I have my thermostats set to converse power, and I don't mind the 65*F room temps. My WC and air cooled systems both love it!
