The Cascade works well with high or low flow, comparatively speaking. What this means is that as you drop the flow rate off, it isn't like falling off a cliff in terms of performance unlike certain designs. Even just 15gph of real flow rate will yield very good performance.

The L30 will work just fine for your planned setup. Your real flow rate will probably be around the 5.5-6LPM mark (uh, 80-90gph) which is a very nice flow rate. Using a much stronger pump will gain you a little bit (maybe 1C or so at the block), but at the expense of your radiators having to deal with the extra pump heat and the water getting warmer as a result.
