Ill try to give it a shot...
Run your cpu 2nd after your gpu. The 80W wont put too much heat into the loop before you get to the cpu. The reason I think this is easily do-able is the cool side of the cpu is in direct relation to the heat taken away on the hot side. Therefore since you are applying WAY too much cooling to the cpu (unless you like ice) then the hot water from the gpu (not much at all comparitively speaking) you should be fine. The entire setup stays in 1 loop.
As for the meanwell, why cant you run both off that power supply? The 226W wont draw everything that has to offer, and the 80W isn't a heavy hitter. In fact using the variable power knob on the left hand side, you can turn down the voltage to ... 15%. Now you can ignore me.. but my preference isn't to get to -15C but somewhere around 15-20C.. as close to dewpoint without going over. Thats come good overclocking, and you dont have to worry about water dripping when you turn off the pc.
