Default USB header question

i've finally been converting over to various computer accessories that make use of usb ports, and i've decided to mod my pc to include 2 front usb ports, which i figured should be fairly easy since my motherboard has a header for usb ports 3 & 4 on it. my problem is this, i was under the impression that a usb port went something like +5V, ground, ground, data, (which could easily be wrong, i'm not sure) and the header has 15 pins on it.
they're labeled as follows,
1. VCC
2. UP2-
3. UP2+
4. Ground
5. Key
6. VCC
7. UP3-
8. UP3+
9. Ground
10. Ground
11. Ground
12. Ground
13. UP2+
14. UP2-
15. VCC

My first thought was something like "WTF???" maybe its set up so it can accept a couple different type plugs or something? any help deciphering this would be greatly appreciated. Thanks!
