Unless you have RIDICULOUSLY low flow rates, it wouldn't really work that way.

The water temperature barely changes through out the loop.

It is the temperature difference between the water and ambient and again, between the water and the cooled object that makes the difference.

If you add a pelt to the loop, the water entering the NB block will be considerably warmer.
