Well, I have the same mobo and it's a very good motherboard. Indeed the southbridge doesn't have mounting holes to place the waterblock over it. I would advise you to place the waterblock on the northbridge removing, of course, that HSF., that's what I did. The southbridge doesn't get warmed enough to be worry about.
Regarding the increase in the electricity bill I am not able to tell you how much more would it be because I haven't had the PC on a 24/7 basis. But I think it would be significantly more than normal.
You will not be able to run both TECs on one PSU (Meanwell PSU).
