well all I can tell you is that when I use my enlight case's PSU, which could be considered high quality, even though only 230W, the voltages across the 5V and 12V lines do not vary much depending on the voltages the fans are set at... when all at 12V, the voltage sags to 11.90V, when all at 5V, it is 4.97V and oh so quiet. and running them at 7V had minimal effect on voltages

But on the cheapo AT 230W PSU i was using to power my fans for a while, setting all fans at 12V (that's 2x120mms, 4x80mms, and one fast, hungry 60mm), voltage went down to 7V! and I was wanting to use this PSU to power a peltier! ha ha ha.

In other words, better get something halfway decent.
