It's called AMD PowerNOW! Technology. It throttles your cpu speed based on need. When more processor is demanded, the cpu speed increases. This is to help conserve your battery. This is normal behavior.
You should consider reading about Athlon Processors and the technologies behind them. This question is much to novice for this forum. As you can see this is a cooling specific forum, not a help forum. Not to mention you posted the query in completely the wrong forum.
