The nozzles accelerate the water velocity prior to striking the base.

Even if the nozzle cuts your flow rate by 30%, the water velocity striking the base-plate will still probably be 2-3x that of what it would be without the nozzle.

When it comes to the impingement action, it's all about velocity. One can achieve better cooling with a higher velocity and a lower flow rate, than with a lower velocity and a higher flow rate.
