Default mounting bolts

i just installed 4 1/4" bolts on my kt7 for my cold plate and block useing rubber washers,going to uses wing nuts but i dont want to put to much presser on the core"cpu #2,already killed one" i hear people use springs and 17 psi? what are good spring to use and how tight?
