Default Building low cost test bench

I want to build a testbench for testing a water block I am makeing for sceince competion. I wondering how do you guys simulate the cpu die heat? I was thinking about useing 2 180 watt OGDEN cartridge heaters. Would a 10a 30v variable powersupply be powerful enough?
