From what I understand of it, instead of making water flow through small pipes with air circulating around the pipes, you are making the water pass through this material that allows more air to make contact with the water. This is a great idea and has been used in the past but with one slight problem.

In order for this heat exchanger to work effectively, we have to FORCE air through this foam instead of around our radiator fins. We would then need high pressure air systems to have this stuff work the way they are making it work.

"...ambient air at 560 liters per minute at 25 degrees Celsius was forced thorugh the foam (in a duct type arrangement.)"

"While this test demonstrates a remarkable increase in heat transfer coefficient....the pressure drop through the foam was approximately 5.4 kPa/cm."

This does have great advantages over standard radiators becuase this stuff increases the surface area almost by a factor of 10x.

Essentially, its the same as taking a Scotch Bright pad, soaking it with water and then blowing air through it. The water is suspended in the Scotch Bright while the air is removing the heat.
