Is it better to have a loop with two less powerful pumps, say 90-120 gph with a max head of 2 ft., or one say 350 gph pump with a max head of 4-6ft.?

I'd go with 1 powerful pump. It would be easier to set up, and give you better flow rates [in your example at least] Two pumps does give you backup in case one fails, but you just have to buy a good quality pump anyways.
