Default getting more power to a pelt

i have a 156w peltier running on a 300watt power supply by itself.

now i have heard, if you run a peltier on a normal pc power supply by itself you have to put some kind of dummy load on it or it will not power the peltier fully.

forgive my stupidity...am i understand this correctly?

if so, then how do you do this exactly?

as far as i have seen you only need a dummy load to keep the p/s running if it is all by itself "no mobo hooked up".if you are useing a p/s that is in your system there is no need to add any load ,it would just make your p/s work harder. so does your stand alone p/s stay running,if not add a load on the +5 rail.
