That's a water cooling setup for a vacuum tube used in ham radio.

Sure, but why you would want to build a ham radio transmitter into your computer is beyond me.

i ment water block part be used as par of a north bridg block or something like that

If you want to watercool your northbridge, buy a Chipset waterblock. There would be no reason one would go to the effort of converting that thing to a PC component cooler. If you want DIY status, then build one, otherwise buy a chipset waterjacket.
