Innovatek of HW Labs, which is better?
I have two rads in mind, the HW Labs Black Ice Extreme and the Innovatek Dual Rad. Which gives better cooling performance?

A heatercore would be both better and cheaper.
For comparison, the Innovatek unit is 320 x 145 x 45 mm. The BI is 120 x 120 x 32 mm . I think it's pretty clear that the Innovatek would perform better. The Innovatek will cost you at least $20 (USD) more. |

The Innovatek probably cools better (they cool very well, I have one, but don't use it anymore because I've built my own), but remember they are aluminium without any kind of protection, so you need to use some kind of anti-corrosive.
